It is also increasingly being developed for other applications including monitoring systems and decision making. Experimental platforms are already being tested that can review medical records and images to diagnose patients. There are also autonomous AI agents being developed and tested that carry out and defend against cyberattacks.

While the US is perceived to hold a large advantage in this crucial and ever-emerging technological field, Russian and Chinese leadership have publicly recognized the importance of AI and the need to prevent any one nation from monopolizing it.

Putin warned that “it would be strongly undesirable if someone wins a monopolist position” and promised that Russia would be ready to share its know-how in artificial intelligence with other nations.

The Russian leader predicted that future wars will be fought by drones, and “when one party’s drones are destroyed by drones of another, it will have no other choice but to surrender.”

The story in the New York Times this week was unsettling: The New America Foundation, a major think tank, was getting rid of one of its teams of scholars, the Open Markets group. New America had warned its leader Barry Lynn that he was “imperiling the institution,” the Times reported, after he and his group had repeatedly criticized Google, a major funder of the think tank, for its market dominance.

The criticism of Google had culminated in Lynn posting a statement to the think tank’s website “applauding” the European Commission’s decision to slap the company with a record-breaking $2.7 billion fine for privileging its price-comparison service over others in search results. That post was briefly taken down, then republished. Soon afterward, Anne-Marie Slaughter, the head of New America, told Lynn that his group had to leave the foundation for failing to abide by “institutional norms of transparency and collegiality.”

Google denied any role in Lynn’s firing, and Slaughter tweeted that the “facts are largely right, but quotes are taken way out of context and interpretation is wrong.” Despite the conflicting story lines, the underlying premise felt familiar to me: Six years ago, I was pressured to unpublish a critical piece about Google’s monopolistic practices after the company got upset about it. In my case, the post stayed unpublished.

He said that Google is Illuminati and Illuminati are Google. Bowie said that a future that was under Google was either doing things their way or it was the highway. There was no room for free speech or for dissidents.

Another message had been posted earlier on the forum from Bowie and this said that Google is the deep state and that people should forget about spies, conventional wars and such. He said that it was all about Google running the internet. Bowie said that it was a case of how they felt, what you think and what type of information they allowed people to see and what they did not allow people to see.

A copy of the 400+ pages (700+ pdf) of the CIA/NSA ‘Stellar Wind’ (aka ‘President’s Surveillance’) Program is provided below. Recent commentaries are also included.  Stellar Wind was launched in 2001 and continued into the first two years of the Obama administration and in 2011 was ended. Stellar Wind was a creation of the NSA and CIA to track and store all domestic internet traffic. The program’s activities involved data mining of a large database of the communications of American citizens, including e-mail communications, telephone conversations, financial transactions, and Internet activity. Stellar Wind was replaced by a series of other programs, such as Boundless Informant, PRISM and XKeyscore (as exposed by Edward Snowden).

In June 2013 the Washington Post and the Guardian published an OIG draft report, dated March 2009, leaked by Edward Snowden detailing the Stellar Wind program. In June 2013 the Guardian also published the Inspector General’s report on Stellar Wind as well as correspondence involving attorney general Michael Mukasey in 2007 requesting permission for the NSA to expand its ‘contact chains’ deeper into Americans’ email records.

In 2012 the New York Times published a video interview with NSA whistleblower William Binney, who helped design Stellar Wind. NSA whistleblower Thomas Drake also commented on SW.

The European parliament has urged the drafting of a set of regulations to govern the use and creation of robots and artificial intelligence, including a form of “electronic personhood” to ensure rights and responsibilities for the most capable AI.

In a 17-2 vote, with two abstentions, the parliament’s legal affairs committee passed the report, which outlines one possible framework for regulation.
