Results of 50 FOIA Requests to each State for Vehicle Title â€œUnderwriter”

50 FOIA Requests were sent to various STATE “agencies” requesting the Underwriter for the Vehicle Titles, Driver’s Licenses, and State Identity Artificial Person Cards.

Most of the requests were denied and contained insufficient detail to understand the request.  The Request is for the agency/corporation that underwrites the VEHICLE INSURANCE FRANCHISE, the DRIVER’S LICENSE ARTIFICIAL PERSON INSURANCE FRANCHISE, and the STATE IDENTITY ARTIFICIAL PERSON INSURANCE FRANCHISE.  As each of these insurance franchises uses negotiable instruments, new debt is created for each ENTITY/ARTIFICIAL PERSON.  The creation of this new debt requires “underwriting” of some kind.

Thy standard fair for UNDERWRITING on a STATE Level comes from the WASHINGTON STATE TREASURY – WARRANT PROCESSING:

A warrant — or check — is a legal, negotiable instrument drawn against the state treasury in place of a commercial bank. State agencies disburse funds to vendors or other payees by issuing warrants from the state treasury that bear the State Treasurer’s unique Routing Number and are signed by the State Treasurer.

Because the responsibility for authorizing and producing warrants resides with individual state agencies, inquiries about a payment made by a state agency should be directed to the issuing agency.

Strangely, at least a few states accept surrendered MCO LEGAL TITLEs and issue negotiable instrument CERTIFICATE OF TITLES -that demonstrate that the MCO has been recorded on file as STATE PROPERTY- from they DEPARTMENT OF REVENUE.  This is how the STATE literally and actually sees VEHICLE CERTIFICATE OF TITLES as RECEIPTS (being negotiable instruments by U.C.C. Article 3) worth debt drawn against the State Treasury in place of a commercial bank.

Definitive Proof all Driver’s Licenses are Illegal Adhesion Contracts

The foreclosed Bankrupt Governmental Services Corporations (what people call “governments” world wide) all would claim that it is ILLEGAL to not have one of their ILLEGAL ADHESION CONTRACTS based upon all the adhesion contracts being WITH PREJUDICE (aka, all the laws apply whether or not you agree to them and/or were told).

Indeed, Across the UNITED STATES, INC incorporated STATES deny applications for Driver’s Licenses when signed “WITHOUT PREJUDICE [U.C.C. 1-308]” because it stops their illegal adhesion contracts.  The Social Security Administration specifies that writing “without prejudice”, “under protest”, and/or “with reservation” invalidates all APPLICATION[S] FOR SOCIAL SECURITY (Form SS-5) because it “alters the signature.”

Ann Arbor Michigan Public Defender commits mail fraud and identity theft

The Public Defender for Ann Arbor, Michigan, Lloyd E Powell, forged a US Postal Service Return Mail Receipt with a different return identity and address to maintain legal jurisdiction over a non-legal non-lienable private natural human being World Citizen from the World Government of World Citizens.  This World citizen is not a US Citizen.  The original Return Mail Receipt was in red ink, had the certified sticker, and the identity was a copyrighted name, Sui Generis, and an identified World Citizen, with a non-domestic address in the “republic for michigan” rather than the corporate “State of Michigan”.  The address was specifically “[zip code exempt]” for the legal meanings and implications.

The forged return mail receipt was in black ink, had a hand written certified tracking code, and lacked the Title of “World Citizen”, was missing the “non-domestic” verbiage, and used an abbreviated STATE code rather than the “Republic for Michigan.”

Surrendering the MCO – The Making and Unmaking of a Foreign Motor Private Carrier

While exploring acquiring the original MCO for a vehicle from the State of Michigan, the unequivocal answer is: No, the MCO will not be returned.

Once it is surrendered, that is it.  All the phone techs for the SECRETARY OF STATE had no idea the legal implications of an MCO, or directed me to the Legal Department.

Of note, The phone technician said that a State Certificate of Title is a CONTINUATION of the original title.  Another tech in Indiana said that they cannot delete the digital copies so they can be provided for former represented “owners”.

The flag of whether or not the digital copy is “active” or not comes from the National Motor Vehicle Title Information System.  On the website itself, the NMVTIS system is run by the United States, Department of Justice.

Before there is a STATE issued VEHICLE TITLE, the vehicle is (likely) sitting in a registered dealer’s lot.  While it sits there, the registered dealer has a MANUFACTURER’S CERTIFICATE OF ORIGIN.  According to:

Vehicle Titles: What are they?

After sending out 50 FOIA requests for each of the 50 States, the ultimate commentary is that the States do not use a bank to underwrite their vehicle titles as a bank note.  These are the responses from the State DMVs that understood what an underwriter is and does.

There are significant anomalies though.  All the states claim that their vehicle titles are printed on security paper….  but it doesn’t secure anything and isn’t a security.  hmmm…

Several States claimed that their vehicle titles are printed on BANK NOTE PAPER and one state even said that a VEHICLE TITLE is a bank note but that there isn’t any underwriter!  (Read on: underwriting may be out-sourced to the GSA, or Department of Revenue, or the Department of Treasury)

The two handfuls of States issue their VEHICLE TITLES from the DEPARTMENT OF REVENUE (DOR).  The Mississippi DOR FAQ even claims that a Vehicle Title is a SECURED, NEGOTIABLE DOCUMENT that REPRESENTS ownership.
